KC Pet Project Animal Services Case from March 2023 Receives Outcome of 28 Criminal Convictions and Jail Time for Animal Neglect

Kansas City, MO – On April 30th, KC Pet Project’s Animal Services Team testified in a municipal bench trial regarding a significant animal neglect case the division investigated in March of 2023. The judge found both defendants guilty beyond a reasonable doubt on all charges issued by the Cruelty Investigations Team.

Peggy Cook of Kansas City, Jackson County, Missouri, was found guilty of 11 counts of Animal Neglect and 1 Over-the-Limit charge, receiving a 2-year probation with strict animal access limitations and monthly inspections by KC Pet Project’s Animal Services Division.

Savannah Kenny of Kansas City, Jackson County, Missouri, was found guilty of 12 Animal Neglect charges, 1 Over the Limit charge, and 1 City License charge. Ms. Kenny was immediately taken into custody and sentenced to serve 5 days in jail.

KC Pet Project’s Cruelty Investigations Team remains dedicated to pursuing justice for such egregious acts in all cases of cruelty toward animals.

In March 2023, KC Pet Project’s Animal Services Division executed a search warrant for the seizure of 14 dogs on the property at 11225 Crystal Avenue in Kansas City, MO. Animal Services officers initially received a call regarding a sick animal at the home. Upon investigation, the dog tested positive for deadly parvovirus and was transported to the shelter where it later died of the disease.

At the time, Savannah Kenny and Peggy Cook of Kansas City, MO, were charged with 36 criminal violations of the general code of ordinances for the City of Kansas City, MO.

Many of the dogs were being housed in inhumane, unsanitary conditions in a small interior room of the home in wire kennels stacked on top of one another. The room was dark with very little airflow.  Dogs were housed in kennels that were too small, with dirty blankets and fecal matter inside each kennel.  The ammonia smell was permeating the air outside the home.
